"42 Years in the

On March 15, 2002 the CWEA Board of
Directors had a “Local Section Membership Invoicing Workshop”.
It was held in Sacramento, and the Bay Section came out in force
(with 10 members showing, not including Board Members and staff).
The Bay Section members used all means of transportation to get to
this meeting, some drove cars, motorcycles, and planes.
All
Local Section leaders and committee leaders were invited to attend
the workshop to discuss the policy decisions made by the CWEA Board
on January 25, 2002 regarding Local Section subscribership.
The Board has developed an implementation plan that will result in
invoicing of Local Section Membership to be done by CWEA staff,
beginning July 1, 2002.
The purpose of the workshop was to:

Briefly
review the new policies
-
Answer
questions about the policies
-
Allow
for discussion to permit clear understanding of the policies
-
Gather
suggestions for any change/improvement to the Implementation
Plan
Misc. Board Actions discussed:
-
It
seems that in 1960, there was a CWEA Board Action requiring
membership in CWEA for all Local Section members. All
Local Section “Constitutions and Bylaws” require
membership in CWEA for all Local Section members.

Board
Action 1999-2000: FP114 Non Member Differential –
proposed to require non-member cost differential for all Local
Section non-members at Local Section events. This means that
Local Sections will be required to charge non-members a higher
cost for attending education events (including dinner meetings,
if a technical talk is being given).

Elimination
of a category titled “Local Section Subscribers” –
non-members are encouraged to participate, as always, but they
will have to pay a differential fee, rather than receiving the
same services as members do at the same price members pay.

Elimination
of Corporate Membership
-
The
state wants all Local Section dues to be the same. Currently
that fee is recommended at the $10 level, but the exact amount
is open for review at the Joint Northern/Southern Committee
meeting on April 3rd.
A lot of discussion went into the $10 fee for
all Local Sections. A concern is the potential loss of revenue
that is now generated at the local level by the Local Sections.
Some Local Sections stated a concern that the changes could cause
diminishment of services . They wanted a guarantee from the
CWEA Board that this would not happen. Chuck Weir stated that
it was not the Board’s intention to cause any Local Section to
lose their ability to perform their function and that the CWEA Board
would do what was necessary to ensure this did not occur. This
is not a concern of the San Francisco Bay Section; we will continue
to provide the fine training and educational seminars that we have
always provided.
There was also discussion about bringing back
the liaisons to the Local Sections, which I think, is a great idea.
This will give Local Sections direct communication to the CWEA
Board.
The SFBS and other Local Sections in the CWEA
organization, have requested more time to implement these changes,
because they do present a very different way of doing business.
I will do my best job to ensure that you, the SFBS membership, be
kept informed as to the status of these changes and to tell you how
you will be affected. I will know more after April 3, when the
joint Northern/Southern Regional Committees meet to discuss
implementation.
In closing, I would like to say that there were
many good questions and suggestions made at the meeting . Not
all questions could be answered by attending Board Members, but they
would be taken back to the Board for more thought and consideration.
I feel that these meetings are a step in the
right direction. I hope they continue, and I hope all Local
Sections participate. Be assured that the SFBS will continue
to fully participate.

Collection
System Committee News

By now, most of you know the San Francisco Bay
Section Collection System Committee is alive and kicking. Last
August, 144 collection workers attended the Rodder training classes
held at
West
County
SD
, another 120 attended the Hydro training classes held at
Castro Valley
SD
in October, 48 attended the TCP Preparation class in
Daly City
last December, and 65 attended the Confined Space training classes
held at CCCSD in February. The next scheduled classes will be
the Competent Person/Excavation Safety on April 17th, with the last
class of the season being another TCP Preparation class scheduled
for June 12th.
With the end of this season comes the rotation
of officers and the induction of a new officer. Here is how
this works: the current chair, Paul Louis, CCCSD, will be leaving
the Collection Committee for his new, unrelated role as 2nd Year
Director; Walter Lunn, SSD, will be the new Committee Chair, and
Lenny Rather, OLSD, will leave his Secretary/Treasurer position for
the Vice-Chair position. This vacates the Secretary/Treasurer
position. The current and future success of the Committee
hinges on new members coming in and volunteering for what becomes a
three year commitment.
The Committee is now accepting nominations for
a new Secretary/ Treasurer. Nominations must be received by
May 7, 2002
