Certification Program Abolished! The State Water Resources Control Board (SWRCB) has just formally announced that it has abolished the Operator Certification Program, due to budget cuts. Recognizing the critical role this program has played in ensuring high-quality wastewater treatment throughout the State, the California Water Environment Association has stepped up and offered to take the program over.
