Hale Avenue Resource Recovery Facility – City of Escondido
The Hale Avenue Resource Recovery Facility (HARRF) is the City of Escondido’s wastewater treatment facility. The HARRF is an 18 MGD Class IV activated sludge, secondary treatment facility with tertiary treatment for 9 MGD. The City operates the HARRF for the benefit of the Cities of Escondido and the Rancho Bernardo area of the City of San Diego. Operating 24 hours per day, the average daily flow is 12 MGD, comprised of 9 MGD from Escondido and 3 MGD from Rancho Bernardo.
Staffed with 67 full time certified Operations, Maintenance, Collections and Laboratory professionals, the Escondido HARRF is a state-of-the-art wastewater recycling facility that protects the public health and utilizes innovative practices such as generating electricity from digester gas and the ability to recycle 100 % of the biosolids and nearly 75% of the incoming wastewater for beneficial reuse.
